User Rules

Diamond is committed to injury and ill-health prevention, minimisation of pollution and resource usage and promotion of positive mental and physical wellbeing.  These rules have been developed with a view to providing a safe, healthy and environmentally sound workplace.

The rules should be read together with Diamond’s Safety, Health and Environmental Policy. 

The rules apply to all Diamond Users and persons working with us, for us, or on our behalf in any capacity, including  Diamond Employees, joint appointees, seconded workers, collaborators, members of our advisory groups/committees, members of our peer review panels, students, volunteers, interns, agents, contractors (specifically including suppliers and casual and agency staff), external consultants and third-party representatives (“you”).

Definitions of certain terms used in these rules are included in Diamond’s Safety, Health and Environmental Policy.

    You shall:

    • Successfully complete and work to the Diamond SHE induction and relevant beamline / lab inductions;
    • Read and adhere to Local Rules for the Protection of Persons from Ionising Radiations;
    • Adhere to all rules, training, instructions, codes, procedures, handbooks, etc., brought to your attention;
    • Only use facilities, equipment, materials and substances that you are authorised, competent and trained to use;
    • Take reasonable care of your own health and safety and that of other persons affected by your work;
    • Report to Diamond any SHE incidents or concerns that you witness at Diamond;
    • Obey all alarms, and safety or emergency instructions given by Diamond;
    • Obey all internal and external signs, notices, speed limits, parking restrictions and adhere to the Highway Code whilst att Diamond;
    • Not use offensive or aggressive language or behaviour whilst using Diamond facilities; and
    • Always keep your work area and Diamond facilities safe and tidy.

    You shall:

    • Show due care and attention when using Diamond facilities and equipment, and use them in accordance with instructions / training;
    • Not interfere with equipment provided for health and safety purposes;
    • Ensure that any equipment you bring to Diamond is fit for purpose, safe to use, and compliant with the Provision and Use of Work Equipment Regulations (PUWER) (and other relevant standards such as UKCA marking (or CE) and associated requirements);
    • Ensure that electrical equipment has undergone valid portable appliance testing before being brought to Diamond;
    • Ensure all equipment brought to the Diamond site complies with the relevant Diamond SHE code (insert link.
    • Only bring equipment (outside of that specified on an Experimental Risk Assessment / Peripheral Laboratory Hazard Declaration form) to the Diamond site after obtaining written permission from Diamond;

    Report any defects or damage to Diamond equipment immediately to appropriate Diamond persons.

    You shall:

    • Ensure safe and compliant packing, packaging and transportation of the samples, materials and equipment which you bring onto and away from Diamond;
    • On completion of an experiment, remove all contamination, samples and materials connected to your work at Diamond, unless specifically agreed otherwise with Diamond.

    You shall:

    • Accurately declare all samples, materials, substances, agents and equipment (on the relevant Experimental Risk Assessment or Peripheral Laboratory Hazard Declaration form) intended to be brought to Diamond at least three weeks before the session/visit;
    • Safely control the risks that your materials, samples, equipment, and processes introduce to Diamond; and
    • Comply with the controls identified in the risk assessment for your work at Diamond.

    You shall ensure that your ERA / PLHD Form:

    • Is submitted at least 3 weeks (15 working days) prior to your visit;
    • Includes all samples (which includes all experimental materials, not just the “samples” that you’re looking at), all experimental methods, and equipment you are using / bringing to Diamond.  (Note: DLS / beamline equipment does not need to be added to the “Equipment” section of your ERA);
    • Is in alignment with the standards and rules of your home institution.

    You shall:

    • Dispose of all waste via the designated routes and as instructed by Diamond;
    • Not bring any waste to the Diamond site for disposal; and
    • Minimise the emissions of any environmental pollutants such as solvents etc.

    You shall:

    • Comply with Diamond’s access and security instructions and show due regard for the security of the Diamond site and Diamond’s assets;
    • Only enter areas permitted by your security pass and not access unauthorised areas;
    • Not allow others the use of your security pass;
    • Not allow entry of others to any area on site where they are not permitted;
    • Not remove any property from Diamond without written permission from Diamond; and

    Unless otherwise agreed with Diamond, not bring visitors or persons aged 16 or under onto the Diamond site.

    On Diamond site, you shall not:

    • Be under the influence of alcohol, or drugs which may adversely affect safety performance.
    • Bring or consume alcohol, or drugs which may adversely affect safety performance.

    You shall:

    • Not carry out a PSS search without having undergone, and satisfactorily passed, the required training;
    • Not carry out a PSS search with someone else’s pass; and,
    • Not loan someone else your pass to carry out a PSS search.

    In addition to the above User duties, Principal Investigators / Alternate Contacts / Team Leaders / Visit Leads are responsible for the safety of all Users and activities at Diamond under their visit, supervision, and control.

    You shall ensure:

    • All Users are competent (with suitable skills, knowledge, attitude, training and experience), in the safe use of the materials, agents, equipment and processes to be used at Diamond; (Note: Diamond shall provide instruction on Diamond equipment);
    • All Users are healthy and fit to work with the experimental materials, agents, equipment and processes. (This includes any associated vaccinations, health assessment, surveillance and monitoring).
    • Assessment of User resource requirements and supply of sufficient competent Users to safely resource their beamtime and/or other work carried out at Diamond. (This includes sufficient rest periods and lone working considerations);
    • That there is sufficient pre-experiment cooperation and coordination with Diamond personnel to achieve safety objectives prior to the site visit. (This includes the timely provision of information requested by Diamond);
    • That for beamtime visits there is a valid experimental risk assessment (ERA) in place for the samples, equipment and experimental methods;
    • That for visits involving laboratory use there is a valid Peripheral Laboratory Hazard Declaration form in place for the samples, equipment and experimental methods;
    • That all legal notifications, licenses, permissions, consents, approvals, etc. governing their experimental materials, agents and processes at Diamond are obtained, current and complied with. (This also includes ethical approval);
    • That there is a nominated suitable competent User in charge at all times during the visit to ensure adequate supervision, adherence to these rules, the relevant risk assessment/method statements and any procedures, User Codes, information, instruction or supervision requirements specified by DLS persons;
    • That their team's working practises at Diamond comply with the safety requirements of their home institution

    You shall:

    Not carry out hazardous work when tired (this includes Personnel Safety System (PSS) hutch searches, using liquid nitrogen, chemicals/gases, lasers, pressure systems, etc.).

    Fatigue

    You shall:

    • Use a suitable courier for the transport and delivery of dangerous goods to and from Diamond.
    • Ensure the samples are packaged in accordance with CDG.
    • Ensure the amount of substance does not exceed the limits set out in ADR.
    • Display the correct hazard placards.
    • Ensure the vehicle is suitable for the task.
    • Carry the correct emergency equipment.
    • Carry the correct sample information.
    • 'Wet shipping' is prohibited.

    You shall:

    • Work in a team of two persons wherever possible.
    • Carry out the high risk activities inside of normal working hours.
    • Inform EHCs if lone working.
    • Make arrangements to ensure that beam time is adequately staffed and that no one drives home without sufficient sleep.

    Higher risk experiments (red and yellow) are subject to checks by the  EHCs.
